The NBA Draft was instituted to create order and to give weaker teams & teams from smaller markets a chance to improve and compete.

Allowing players to go just anywhere would great great disparity among NBA teams. Large markets like LA, New York, Chicago or Boston would naturally be swamped by players wanting to play for them.

The NBA draft ensures that each team gets a chance to acquire new talent at a level playing field.
References :
to be eligible to be signed and play with a team you have to declare that decision by a certain time. Then by rule you are automatically entered into the draft. That way a team with the most money couldn't just get who ever they wanted. Really good players will go fast and they know that, and there is a certain pay you have to at least pay someone based on where they are drafted, like odem lets say will sign for at least over 5 million a year but the NBA would say that the team has to at least pay him a certain about cause he was the first pick and then so on and so on down the order. The players who go in undrafted are because teams are only allowed so many picks and they where the ones left unpicked.

hopefully this made since, any more questions just ask
References :
Its the rules that the NBA created, it keeps things organized, so that there would not be any crazy deals.
References :
The draft is to even out the chances so the rich teams don't buy all the talent. The worst teams get to pick first or trade those choices for players or money and the best teams from the previous year pick further down the list. A player has to go through the draft to get to play NBA professional basketball.
References :
The draft is kind of a win-win thing for both the players and the teams. The bad teams get good players and the good players get more playing time because they are on a bad team.
